The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Less Cash in day to day transaction is appreciable one. This could be implemented only in respect of transactions which are 2000/-and above. In daily household needs we have veg.vendor, fish vendor, milk vendor, fruit vendor, cobbler,tailor, News paperwala, Gas cylinder delivery,maid servant, ,Gardener, plumber, Electrician, autos, daily grocery needs, etc all these to be paid in cash only as they all will range from 10/- to 200/- at a time. Hence, every house hold need atleast Rs.25,000/-hand

I am of the view that first of all banks should attach owner,s mobile number to each and every account and issue MMID and MPIN to each account. After doing this all the shopkeeper must be forced to take all the payments through MMID and MPIN. In case buyer don't have mobile ,it must be enforced on shopkeeper to keep all the details of buyer. Along with this message all the mobile companies must be forced to charge nothing for the messages done for this purpose.

1)Limit cash transaction limit to 5000 2) impose tax or cess to cash purchases 3) issue an order to facilitate pos machines or other digital payment system in hospitals, shops 4) reduce or avoid service tax and all other expenses on digital transactions for atleast 2 years 5) encourage ngo s in popularise cashless economy

Digital transaction with at most security features is very good for the economy. But the frauds which is happening In fooling the digital customers are also on increase. Unless the government is coming out with an insurance plan to safeguard against the frauds in e-wallets, credit/ debit cards and all forms of digital payments , it will end up with great misery to the poor, illeterates and particularly the rural mass.It is suggested to come out with insurance upto a certain amount immediately.

best way to violate corruption is cash less transaction but so much of people suffering due to no swipe machine in all shop so please implement an act such that all shop to have swipe machine if they refuse cash less transaction 4 years imprisonment and all state government payments though swipe machine...and also cash transaction only up to RS1000 only all above RS 1000 transaction should be done in cash less transaction

Please have a facility to report on merchants that refuse digital payment and enforce cash payments. Also, make sure the number to report actually is mandated to be posted in the shop (similar to how the reporting numbers are posted on commercial vehicles in USA for improper driving). If the merchants are caught with out the notice posted visibly, they can be held responsible. This is more like engaging them to self-police.

6. All withdrawals from political parties account must be by account payee chaque/ online accompanied by KYC information of the beneficiary. Clean thy stable first before preaching.

5. All contributions to political parties also must be made cashless irrespective of the amount. These must be supported by the contributors particulars, (name, address, cell number, PAN and Adhar card number). The statements of accounts of political parties should be in public domain. These parties must pay income tax as applicable to commonman/woman. No cash withdrawals from these accounts be permitted.
