The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

The Banks should be brought back to normal working to cater the needs of regular customers, which have been impaired for the past 50 days & more. Interest for FDs & SB a/cs in respect of Senior citizens should be kept as usual as Elders live with interests from such amount. Elders keep liquid cash for their emergency situation that may arise and hence should not be taxed.All bank charges must be reduced so thatmore bank transactions are encouraged.For this GOI & RBI should for committee& review.

1)Remove internet service charge from current digital payment to government institutions(School,Universities,RAILWAY) 2)For transport sector "National Mobility Card" must be launched as soon as possible (which can be accepted at Railways,Metros,Govt Buses) 3)All High value transactions such as (Buying of Land,Jewelry) 4)transfer of money from one Bank to another should be free. 5)Instead of depending on bank specific App ask all leading banks to come up with one App.

Since old conversion in banks ceases w.e.f. 30/12/2016, the RBI should supply adequate supply of RS.500/- new notes which are very much in scarcity in very many cities. Stop printing Rs.2000/- notes for the present and new 100/- notes needs to be printed with more safety features.Lower denominations and coins with less costly metals (combination of Bi metals) need to be produced and injected in to the circulation. Normalcy of currency circulation must be published in media to induce confidence.

People directly have to use cash, people are ready for e-payment but accepting party deny for e-payments and demanding CASH 1) medical shop and doctor 2) school fees 3) grossary shop Shop and other profession where licence need to review, If they show proof, that they accept e-payment only in that case it shall be renewed In India if u have to implement any system then it shall be done compulsory y by law other wise people are very lazy and not follow recommendations

All hospitals,bus stands, railways ticket counters, LPG Delivery men and other payments counters should be digital. Proper security of digital data should be there. 100% Funding to political parties should be cash less. Digital complaint helpline should be there to ease the disputes.

The Cashless transaction should be promoted in stages by giving the time frame to implement it by involving all the concerned like bank who provide POS machines to every merchants either small or big and make them registered to District Collector office and make collector to accountable to complete its implementation within the stipulated time frame decided by all concerned.

All malls,cinemas,supermarkets,waterparks etc. should be compulsory cashless, through that discussion small wenders will accept cashless transactions to attract costumers.

One of the main impediments standing in the way of digital payments, even by those who are familiar with such mode of payments is security concern. I would suggest that an user of debit card should be allowed to authorise the amount that can be drawn through ATM with a top up facility through mobile phone using a PIN number. For eg, I may have a balance of 100000.00, but I can set up through my mobile an amount, say 15000, up to which I can use my debit card. This way I keeping the balance safe

It is very difficult for all the retail vendors to go cashless unless all the transactions (Sale/Purchase) will done with the bill. So govt. have to take suitable action in this direction and where possible, prohibit to take cash and strictly get payment only through cashless methods in govt. departments.
