The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Ask banks to come up with 5% to 10% cash back offers on credit/debit card purchase at certain stores or petrol pumps or small businesses (grocery stores).

Government needs to stop 500 & 2000 Rs notes Immediately As this becomes easy to carry cash for major transaction If anyone want to carry 2 lacks rupees it's easy to carry one bundle of 2000 Rs to carry 1cr rupees also in denomination of 500 or 2000 easily But if there is no 500 or 2000 note in use and to travel or carry 2 lacks in denomination of 100 or lesser note will be pain and dangerous also any one can notice easily So maximum people will use banks or Digital payments

People are ready for e-payment but accepting party keep conditions for payments and demanding CASH....eg.some professionals fees....if in cash 50000 or in cheque 50000 + 15% S.T.....so middle class or lower people or any one to save money forced to pay in cash. ..so become helpless.....

Please give the surcharge taken by MasterCard and VISA in the form of tax-waiver. Over and above that if anyone charges this 2% commission, make it an offense punishable by jail term up to 50 years. Why do we need to blame other vendors when the government enterprises themselves can't go digital? BSNL is one useless institution which needs to be decentralised and the staff fired. They know absolutely nothing about what internet is for.

Make police officers or revenue officers go from shop to shop, mandi to mandi, hospital to hospital to make sure they have adequate electronic payment mechanisms? Implement the essential services maintenance act and before that ensure that EVERY SINGLE government enterprise including registrar offices, courts, RTOs, bus corporations, electricity boards, water boards, hospitals, oil companies, LPG and PNG companies, internet companies, railways, toll tax points ...should all be e-pay enabled.

1. Zero annual fee credit/debit cards 2. Zero consumer liability on credit cards 3. Tax benefits for next 3 yrs to shop owners who accept credit/debit cards 4. Zero extra charge to consumer when they use credit/debit cards 5. Zero fee on Automated Clearing House(ACH) transactions for 3 years until they realize the benefits of electronic payment.

This report suggests excellent methods to implement Cashless India however the government should take each action step by step like: 1.Give rise to available online transaction system. 2.Mandatory the UIDAI(AADHAR) card to all OTP(Online transaction system). 3.Develop a online portal for UIDAI-cash where multiple card and digital currency can be stored. 4.Merge all the available OTP to UIDAI-cash. 5.Connect the UIDAI cash to PRB and then to RBI. #WatalCommittee, #DigitalPayments, #MyGov

In respect to digital payment system, hon.PM has made great effort to initiate it, further, it is welcome to declare the prize to various catagory using digital payment system,I want to suggest that, the small and retail traders as well as small service provider should be encourage to initiate the system of digital payment by installing swaping machine and related infra, further, in the starting stage,no rent or charges should be taken for such facilities given to traders or customer,best wishes
