The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Banks and Post offices can sell Gift cards, Prepaid Debit cards, of denominations such as Rupees 100,200,500, 1000 etc., by debiting a customers account. Customers can use these cards for payment for goods and services, and gifts. Merchants using Point-of-sale equipment should print a receipt for amount used and balance left in the card. Families purchasing groceries, dairy products, vegetables etc can use them regularly and avoid looking for small change.

1. Shared Wallet (similar to shared plans by Airtel) 2. Minimal transaction charges 3. Distributing cash cards instead of bank's debit/credit cards hence allowing cash deprived people and people not having bank account -> access to money 4. Develop inhouse apps / find other ways of making transaction - which works not only on smartphone but on ordinary devices as well

All banks should give a cash back on a monthly basis for maintaining a minimum cash transaction of 3 in a month. For e.g In a month, for 2 cash withdrawal from ATM and other cashless transactions, 5% cash back or a max amount of Rs1000 should be credited for cashless transaction amount.

Introduce a "single prepaid debit card" with no transaction charges. people trust something solid and not just soft transfer by phone/web. Don't make many card. keep it simple for people to easily understand. This card should be available at any bank branch, railway counter, Bus stations. This card is given on aadhar proof only. People can recharge this card using online or cash at above locations. Then make this card widely acceptable.

I have a suggestion by considering these initiatives make in India , digital India and cashless economy. A dream of cashless India is possible if youth of the nation are digitally empowered. For empowering them the action can be an option, to provide free (subsidized) smartphones for a certain age group. This step can be a booster for make in India program subsequently for digital India, telecom sector and banking system (e-wallet).

1) Please target all major cities and within that target trader associations that any trader who declares increments income via digital payment compared to last year they will get additional tax rebate. The idea is this income was not really captured before but by incouraging digital payment for the next 3 years it will become a habit for people. 2) Encourage milk /newspaper vendors , auto /taxi duffers to accept digital payment basically all day to day payments in a middle classes life.

1. First target the cities. Smart city should be digital. 2. Make 5 star hotel payment Digital only. 3. Make Big cinema hall ticket like PVR.. Digital only. 4. Make airline ticket digital only. 5. For new license to business, make it compulsory that they have facility for digital payment. 6. Promote Prepaid Digital cards. many people are still afraid to pay direct from bank account.. 7. I had see "Octopus Card" in Hongkong. its the best digital facility i have seen. If we can get that..

1) Give every businessman eftpos machine, give them commissions or lucky gift with transactions. Start from district by district, give them enough time. Make compulsory eftpos for them to keep business registration otherwise cancel registration. 2) open two bank accounts for every person. One for use of card and second for saving. If someone misuse card detail only small amount in card can withdraw.

1-Remove online charges for transactions below 10000. 2-Introduce 200rs currency, 2000rs currency must call back from banks when doposits made by that notes.This 2000must replace with 5X200=1000 and 1000 take back to RBI. 3- Provide more 50,100 notes 4- Reduce the quantity of 500rs currency in market as minimum as possible. 5- Allow overdraft for trusted account holders by simple process or by online collection method. Also try to give any compliment to bank employees and RBI press work
