Manual scavengers are largely illiterate and have no exposure or aptitude for doing business or taking up self employment ventures.  This makes their rehabilitation in alternative occupations very challenging.

\

What are the ways in which the manual scavengers can be gainfully employed in other occupations, so that they do not return to manual scavenging? Participants may share success stories that they may be aware of.

Government should identify locality with dry latrines and punish such house holds without any considerations. All such villages / locality should get community toilets to stop manual scavenging.

Make working as manual scavengers a punishable offence and then it will stop.If with so much free food grain supply it is existing, it is not government to blame. Only punishment for the scavengers will deter them from doing so.

All manual scavengers must get food grains free of cost and an additional allowance of 300/- per month to meet other expenses. They should be absorbed in forestry work or tree plantation and if they are still found going for such manual scavenging they should be put behind bars for 15 days. All who employ manual scavengers must be sent behind bars for a month.

It is easy to blame the government always. They themselves are unwilling to leave this job. They need extra money for gutkha and desi wine. They are habituated to gutkha and wine before going to perform manual scavenging work so much that they can't remain without going for such nasa and such work.

Rehabilitation should not be in a sense like just stopping persons indulged in manual scavenging but should rather be in a way to provide them an alternate full time livelihood so that these people can also enjoy the right to live with dignity and contribute effectively to India's productivity
