The Finance Minister in his budget speech for the Union Budget 2015-16 made the following announcement:
“One way to curb the flow of black money is to discourage transactions in cash. Now that a majority of Indians has or can have, a RUPAY debit card. I therefore, proposes to introduce soon several measure that will incentivize credit or debit card transactions and disincentivize cash transaction”.
Accordingly, draft proposals for facilitating electronic transactions (E-transactions) have been prepared. Comments and views are invited on the Draft Proposals.

Purchase transaction amount must be fix below or upper limit to pay debit card or credit card over all transactions made by customers also e-transfer instantly avail at shop need based with high security online software system.this system can track amount transactions by side of customer as well shopkeper.some one can track income and expenditure of both.source may be asked for long way if seen income vs expenditure.

7. Make public transport e.g. city buses to accept payment through charge card through small card swipe terminal.
8. Rebate for electronic payment on the lines of BSNL would be welcome.
9. Remove cash payment in all government offices.
10. Remove the provision for merchants to charge extra for CC payments.
11. Penalty for merchants refusing payment through credit/debit cards.

Great initiative, much appreciated.

1. Stricter penalty for security compromise on payment endpoints (PoS).
2. Increase number of police stations empowered to investigate e-medium financial crimes.
3. Remove the provision for merchant override for mandatory PIN requirement to complete credit card transaction.
4. Mandatory cashless payment of traffic fines.
5. Mandatory cashless payment for all transactions in real state, jewellery.
6. Introduce cash / charge card

Easy availability of debit card scratch machine to shopkeeper without any extra charges to pay Shopkeeper and costomer even a small store or shop with promt services of banks with them

ll shops should have didgital printing system billing counter..which should get a person printed bill along with tim=n and pan number of shop keeper.

it must be implemented for medicine shops to prevent spurious medicine racket...and govt should promote multiplexes of only medicinr shops.all card swapper should get tax rebate...example..if a person is buying medicine for his mother who is dependent on him..he must get tax rebate in the same and he should be able to claim it in ITR form.

it must be implemented immediately. tax sops must be given to all shops are kirana stores who are biggest burgglers in eating away poor people's earning by giving them one licence number to open the shop and mentioning of one account number under which the bank will give a debit sweep facility.if the chap tries to fraud and try to take money in some other account...same should be taken care by checking aadhaar card account number whether both the numbers are same or not...also,all medicine shops

The draft proposal on electronic transaction is a great measure to curb black money transactions, tax avoidance & reduce corruption. However, the following points must be considered to make India a cashless economy:

Reduction of service tax, VAT, surcharge & luxury tax on non-cash transactions
No charges on IMPF & other bank transfers
User controlled dynamic spend limits on Debit cards
Alternative methods for 2 factor authentication
Install NFC supported machines at POS

One thing in todays human life is inevitable, commute, be it work, college, school, tour etc. I believe instead of floating a tag like master card, visa, RuPay Govt. of India may float universal Travel debit/credit card through which people may pay local trains/metro trains/cabs/auto just with one card, no hassle to have multiple cards for different mode of transportation. Also give priority to book tickets to that card holder which would promote the card benefits. All passengers means all India

Today, courier/postal dept books crores worth shipments from ordinary people across India 80% is thru cash payment mode. Make all payment thru cards NO CASH ACCEPTED for less than Rs.100. This will revolutionize across 680 districts of India people will come under plastic money across and all will be subjected or covered under the ambit of Tax all aspects. Farmers selling in mandis should also be brought under the card regime..

Today we import closer to 30 billion dollar of electronic items mostly china/taiwan/USA. We lose on account of this as majority is manufactured out of India..we lose on Dollar price going up due to importers buy dollar. Next, 60% items sold are from small shops which only takes cash no bills given.loss to the exchequer. Its a TWIN LOSS TO THE GOVT and because of this all these shop owners avoid paying any sales tax or income tax. Some of the shops do 5-10 lakhs of daily turnover what a BIG LOSS
