Town and cities in India are undergoing continuous physical expansion and densification along with growth in urban population. Inner cores of many cities have older areas that require redevelopment to accommodate the present needs of the city. One of the key requirements is greater availability of land for public use like roads and other open spaces. Redevelopment for these areas can be undertaken by preparing a Local Area Plan.

A large part of city expansion takes place on urban fringes in an unplanned way. In such a scenario, agricultural plots with haphazard geometry are converted to urban use and little attention is paid to provision of urban infrastructure. Planned urban expansion can be provided through the Town Planning Scheme (Land Readjustment) mechanism wherein existing agricultural plots are merged and redistributed in a planned way after making deductions for street RoW and land for public uses. The urban infrastructure is financed by Value Capture Financing like betterment charges and sale of reserved plots.

The proposed sub-scheme intends to focus on these three vital issues; (i) Inner City Redevelopment through Local Area Plans, (ii) Planned Urban Expansion through Town Planning Scheme and (iii) ensuring training and capacity building of planners at the local level.

The last date of submission is 31st May, 2017

Proper garbage management and sewage treatment are mandatory, for both urban and rural areas of the country. In cities too, there is a lot of biodegradable waste(including cow dung and other organic matter), which could be used for the production of biogas, which can be used as a substitute for the traditional LPG in cities. Hence, reducing the over-exploitation of non-renewable resources such as petroleum products.

Sir, To retreive the nonfunctional vehicle stuck up in the traffic, lot of time is wasted for the Tow vehicle to reach at the spot in the traffic jam already created. To quickly clear the situation, our Engineers can try to come up with the new solution. Say 2 twowheelers reaching the spot and attaching the tow plank behind and moving parallaly to tow away the defective vehicle. Needless to say the motorcycles can make their way through the gaps in the traffic jam. Ramesh Mulchandani

Ducting Policy- Roads are dug for various reasons. To avoid it, we should provide duct of 10ft deep and 5 ft wide under the footpath/parking lane with access to duct. This duct can carry all electrical,fibre optic,telephone cables and even gas pipelines. Big size duct is to accommodate any future expansion & maintenance technicians can get inside the ducts easily for repairs. 2:It should be mandatory to use ducts for all service providers & pay suitable rent to city administration.

Many cities are reeling under vehicular pollution caused by petrol and diesel vehicles. Many of the cars which 15 years old can be converted to Electric cars by retrofitting with Brush Less D.C. motors with related accessories such as motor controllers, chargers etc. The conversion would cost Rs60000 to Rs one lakh. These complete kits are available. RTO offices may be requested to allow such converted vehicles to ply on the roads. In fact RTOs behind the veil of rules do not allow.

All SMART CITIES / TOWN & URBAN DEVELOPMENT PLANNING TO HAVE PLANS TO HAVE & CONSUME 70%-Solar, Wind power, etc., WATER CONSERVATION-Rain water, Drip Irrigation, Water Recycling plants, Water Bodies Development, etc. PROPER DRAINAGE & OTHER BASIC INFRASTRUCTURAL FACILITIES.

Hi Sir, I am from Chennai. Please allocate lands for Agriculture(at least greenary) and industries equally in Smart Cities like Chennai.. Please develop adjoining areas around the Smart Cities.. I am near Naduveerapattu near Chennai , West Tambaram, inspite of having renowned colleges like Sairam Enginneering, Dhalalakshmi Engineering, Schools like, Lords Intyernational, Sairam, Good Earth, Vedavalli Vidya Mandir the road trasnport ave not been properly maintained in interior areas

Pune is Declared Smart City. There has not been any improvement. Has Ministry of Urban Development set any standards for a City to be called as Smart? Under Smart City Pune gets funds from Center and state. These are used to make foreign trips. Pune Guardian Minister Bapat organised trip to London with Municipal Commissioner and other officers under Smart City. What did team Learn? No change is visible. Funds are wasted to have free foreign holidays. Smart City is Too far. Is Pune Clean?

Main Mode of Transport in Urban Areas needs to be TRAINS not buses anymore. ALL the main landmark roads need to have a train system - underneath or beside the main roads. (subterranean being more preferable), connecting the city from every side. Reasons: 1. High Population Density 2. Cities are big and growing, trains cover larger area faster
