The Ministry of MSME is in the process of amending the MSMED Act, 2006. In this regard, this Ministry had consulted various central Ministries/Department/State Govt./Industry Associations/other stakeholders & general public.

Based on the consultations and written inputs received from various stakeholders, the amendments proposed in the MSMED Act, 2006 are based on the following four key pillars:

A) Enhancing inclusivity and broad-basing the scope of the Act;
B) Future-proofing the Act;
C) Improving co-ordination under the Act;
D) Enhancing the ease of business in the ecosystem;

A) Enhancing Inclusivity and Broad-basing the scope of the Act
• Accord statutory status to Udyam registration for availing benefits under the Act.
• Provision for credit guarantee coverage to Micro and Small Enterprises by Government.
• Enabling provisions to address issues of credit gap; shortage of working capital; ensure adequate, affordable, and timely finance to enterprises; minimize the incidence of financial stress among enterprises; and leverage new and emerging platforms and technologies such as the Trade Receivables Discounting System, Account Aggregator Framework, etc.
• Provision for targeted mechanisms for capacity building of women, members of SC and ST, and rural artisans and craftspeople and provisions for market access, financial and digital literacy.
• Inclusion of cottage, village, and coir industries as rural artisans and craftspeople in the MSME classification scheme, to promote rural industries and enterprises.
• Inclusion of Medium Enterprises in the dispute resolution framework

B) Future-proofing the Act
• Strengthen provisions for technological upgradation and green technology to enhance productivity, quality, and competitiveness.
• Enabling provisions for the adoption of energy-efficient, sustainable technologies by MSME.
• Designation of a Green Fund to support the energy transition of MSME and integration in the global value chain.
• Addressing industrial obsolescence among enterprises.
• Promoting technological upgradation and research and development among enterprises.
• Encouraging the adoption of sustainable technology solutions by enterprises.

C) Improving coordination
• Streamline the structure, working, and functions of the National Board and the Advisory Committee to make them lean, efficient, and responsive to the requirements of MSME, and strengthen the monitoring and evaluation mechanism.
• Provision to set up an adequate number of Facilitation Councils in States for better access to MSMEs, along with an incentive structure to promote competition and good performance among them.
• The composition of the Facilitation Councils may be prescribed by the State Government.

D) Enhancing Ease of Business in the Ecosystem
• Provisions for the decriminalisation of offences by converting criminal fines into civil penalties.
• Simplification of regulatory clearance mechanism and procedure for establishment and management of MSME by making suitable provisions in the Rulemaking powers of the appropriate Government.
• Creating and encouraging the adoption of digital solutions to improve transparency and foster a culture of accountability
• Make the adjudication process simpler and speedier, aligning it with the alternative dispute resolution framework and online dispute redressal.

A single comprehensive act for development and regulation of small enterprises had been a long outstanding demand of the Sector so as to free it from a plethora of laws and regulations and visit of inspectors, which it had to face with limited awareness and resources. The need has been emphasized from time to time by stake holders at different fora. In addition, recommendations to provide for a proper legal framework for small sector to relieve it of the requirements to comply with multiple rules and regulations were made by the Committees such as the Abid Hussain Committee (1997) and Study Group under Dr. S.P. Gupta (2000). While the small scale industries continued to be important for the economy, in the recent years the small scale services have also emerged as a significant sector contributing substantially to the economy and employing millions of workers. Here are some points for discussion on the amendments to the MSMED Act of 2006 ¹ ² ³: - The Ministry of MSME has proposed amendments to the Act. - The proposed amendments aim to improve the development of micro, small, and medium enterprises in India. - The amendments will also focus on the revival of MSMEs. - The MSMED Act has three chapters, including preliminary details, the national board for micro, small, and medium enterprises, and the classification of enterprises and advisory committee. - The Act may be amended to include new provisions for the growth and development of MSMEs in India.

msmed minimises rules regulation & easy availability & flexible in nature start from small benift why not do - those area which r neglected + low budget focus what r the nature of country 1st-temple & where small investment & there flower decompose why not use diffirent ideas & even nearby areas 2be reconstruct & money borrow from own trust on rent 4a period of time so investment won't goes effect then nearby premises cn build park or old age home ..& all so what is moto - continuation & frequent engagement of act/ goods so in act- circulation of income by recycle perspective which itself engage&automatically run or go through step by step like a stairs &after benifit it will spend on another subject which need more & depend on area any amendment focus chamging circumstances of society &due 2techno/Infotech hub most problem solved so where we has 2focus more is transparency accountability non corruption &will get - Equal contribution Among Equition act itself fulfill..

MSME sector is a base of our economic.some modification has in MSMED act.there are some point regarding it. 1 A strong policy has been framed to reach out grass route level entrepreneur. 2 Rules should be crystal and clear to followed at grass route level. 3 An innovative and creative idea should be promoted. 4 Area wise policy will be framed for implemented at grass route level.

Recently pass my 12 class on school kvpl up meerut And now I am regret and angry to my all gov becuz of Any poor student do not study in higher university because of not less marks it reasons higher fees of university My and my brother name put on 1 merit list of ccs university campus but hum admission nhi karva paya qunki 2 din admission ka liya hai or itna din ma mara parents 26000of each child submit karna possible nhi hai hai. Baccha phad ka jyada marks lata hai Accha college ka liya par ab passe ko vajah sa use college nhi mil raha hai toh galat hai plz focus my msg.
