India faces many natural hazards, including floods, cyclones, drought etc. But every hazard need not turn into a disaster. By careful planning, capacity building, early warning, community participation, procurement and pre-positioning of necessary equipment and resources, participation of civil society, assigning clear role to the private sector, involving panchayati raj institutions and urban local bodies, rigorous enforcement of techno-legal regime on land use and building regulations etc., significant reductions of losses can be brought about in such events. We have a national policy on disaster management, at http://ndmindia.nic.in/NPDM-101209.pdf

What more can be done to enhance our preparedness to handle natural disasters?

For things to happen it is necessary that the Govt. department entrusted with the task do have people having expertise in the area. Nothing can happen if the people who matter are simply occupying important seats just for decoration. Unfortunately in my country the skilled persons are left out for vested interest.

Mapping of Disaster prone zones should be identified and linked with Earthquake zones Wind zones etc.to include flooding ,Landslides and all other seasonal weather related disaster and a Disaster Zone Map should be created with a Handbook for do's and dont's for buildings and Infrastructure etc.

General awarness should be created among each and every citizen. Various seminars should be conducted regarding disaster and their precaution, proper guiding and centers should be developed at and in each district.

Civil Defence is very important organisation for the disaster management preparedness of the nation. Civil defence is not having enough infrastructure to support their activities. The funds allocated by govenment are not spent and sent back by the officers for the reasons best known to them. If audit of the equipment with the different centres is done it would help to bring out this problem and this would help to strengthen the organisation

Government should do a survey of buildings in disaster prone areas and label them how vulnerable buildings are. Such information will help in spreading awareness and people participation. New buildings will be built with better standards.

India should have Pre-emptive Action Plan 2020, to tackle disasters. Now all the focus is on handling situation after disaster has occurred. Focus should be on minimizing damage if disaster occurs. Typhoon, earth quake, flood resilient cities can be built, in the areas identified to vulnerable for such disasters. what can be done safeguard people's properties should be the focus. example, Boat safety mechanism for fishermen in the event of typhoon.

California state in US had severe earthquake in August, 2014. It was measuring 6.0. If same thing had happened in India at least 5-6 thousand people would have died and buildings would have collapsed. But nothing like that happened in California. people went to office in a normal way in the next day. Can we have same kind of building construction in Earthquake zones of India. Can the government put in policy decisions about the building construction techniques for earth quake prone zones?

In India, some places have recurring natural disasters. Such regions should have Townplan 2031, where buildings and public infrastructure will be constructed in pre-emptive manner. For example, we know Cyclone will happen in Orissa and Andra coast in next year (yearly phenomena). Can we have everything underground in such cities. Electricity, Television cables, Gas supply etc. should be taken underground. But this needs a strong town plan and adhering to that plan.
