      The Income Tax Department invites constructive suggestions from citizens, taxpayers, professionals, businesses, and other stakeholders to strengthen its Citizen Charter and make it more transparent, citizen-centric, accessible, and responsive to the evolving needs of taxpayers.

      The Citizen Charter reflects the Department's commitment towards delivering quality taxpayer services by defining service standards, timelines, taxpayer rights, and responsibilities. As part of its continuous efforts to improve taxpayer experience in line with the vision of Viksit Bharat 2047, the Department seeks practical suggestions and innovative ideas to further enhance the Citizen Charter.

      Suggestions may be submitted on, but are not limited to, the following areas:

      • Improving taxpayer services and service standards.
      • Simplifying taxpayer interactions with the Income Tax Department.
      • Enhancing transparency, accountability, and service delivery.
      • Strengthening grievance redressal mechanisms.
      • Improving accessibility for senior citizens, women, persons with disabilities, and first-time taxpayers.
      • Promoting digital service delivery and ease of compliance.
      • Making the Citizen Charter easier to understand through simplified language and better communication.
      • Any other suggestions that can make the Income Tax Department more citizen-friendly, efficient, and responsive.

      Your valuable suggestions will contribute towards strengthening taxpayer services, promoting trust, and building a transparent, efficient, and citizen-centric tax administration.

      नागरिक चार्टर करदाताओं को बेहतर सेवाएं प्रदान करने की एक प्रक्रिया है। यह करदाताओं को रिटर्न दाखिल करने में मदद करता है। मेरा सुझाव है कि करदाताओं के बीच एक पुस्तिका छापी और वितरित की जाए। दूसरा, युवा करदाताओं को जोड़ने के लिए सोशल मीडिया पर जागरूकता अभियान शुरू किया जाए। तीसरा, रिटर्न फाइल करने के लिए एक पोर्टल लॉन्च किया जाए।

      The Income Tax Department should transform its Citizen Charter into an interactive, AI-enabled digital service platform. Introduce a multilingual AI Tax Assistant to explain taxpayer rights, obligations, and procedures in simple language while providing personalised guidance. Display real-time service timelines, application status, and grievance tracking through a unified dashboard with automatic escalation if deadlines are missed. Create dedicated support for senior citizens, persons with disabilities, women, and first-time taxpayers through assisted filing and accessibility features. Publish quarterly Citizen Charter performance reports, taxpayer satisfaction scores, and service delivery metrics to strengthen transparency and accountability. Integrating DigiLocker, Aadhaar-based authentication, and secure digital records will reduce paperwork, improve compliance, build trust, and deliver a truly citizen-centric tax administration aligned with the vision of Viksit Bharat @2047.

      Building better taxpayer services means shifting the entire relationship between citizens and the government from one of rigid compliance to trust, transparency, and effortless service. From a taxpayer's point of view, filing taxes shouldn't feel like navigating a complex legal maze or facing an intimidating bureaucracy; it should be as simple and intuitive as managing a modern bank account. This begins with radical simplicity through pre-filled returns that leverage existing financial data, allowing citizens to review and submit their taxes in minutes rather than hours. When questions or discrepancies arise, support should be immediate and accessible through 24/7 AI assistants and real-time live chat with actual experts, entirely eliminating cryptic notices and terrifying jargon in favor of plain, clear language. Furthermore, equity demands complete transparency refunds and dispute resolutions should feature live, e-commerce-style tracking.

      Title: Strengthening the Income Tax Citizen Charter for a Better Taxpayer Experience Suggestion: To make the Income Tax Department more citizen-friendly and aligned with the vision of Viksit Bharat 2047, I suggest the following improvements: Use simple, multilingual language (including regional languages) so that every taxpayer can easily understand the Citizen Charter. Introduce a real-time grievance tracking system with fixed timelines and SMS/email updates. Provide a dedicated support service for senior citizens, persons with disabilities, and first-time taxpayers. Expand AI-powered chat support to answer common tax queries 24×7. Create short video tutorials and step-by-step guides for filing returns, refunds, PAN services, and e-verification. Display estimated processing timelines and live application status for every taxpayer service. Regularly collect taxpayer feedback after each completed service to improve transparency and accountability.

      I would like to draw your kind attention to the practical difficulties being faced by individual home buyers under Section 56(2)(x) of the Income-tax Act. In most cases, middle-class families purchase old resale residential flats for self-use through duly registered sale deeds and bank-financed housing loans. These purchases are generally made because such properties are available at comparatively lower market prices. If buyers had sufficient financial capacity to bear additional tax burdens arising from notional valuation differences, they would naturally prefer purchasing newer properties instead of opting for older units at reduced rates. It is also important to note that circle rates are often kept on the higher side primarily for the purpose of maximizing stamp duty and related revenue collection. However, these notified values do not always reflect the true market reality of aged or resale properties.

      I would like to highlight the practical difficulty faced by individual home buyers due to Section 56(2)(x) of the Income-tax Act. Many middle-class families purchase old resale residential flats for self-use through registered sale deeds and bank housing loans. However, due to higher stamp duty/circle rates, the difference between stamp duty value and actual purchase consideration is treated as taxable income, even though no actual income is received by the buyer. Stamp duty is already paid on the higher government valuation, and imposing income tax again on the same notional difference creates an additional financial burden on genuine buyers. Such valuation differences should not be considered as gross income of the buyer. Old resale flats have depreciation, repair requirements, maintenance issues and lower market value compared to new properties. Applying the same valuation criteria for new and old flats is not justified. Humble Request for amendment by this financial year.

      Create an AI assistant inside the Income Tax portal that can: Explain tax rules in simple English and regional languages. Help users choose the correct ITR form. Detect common mistakes before filing. Answer 24×7 questions through chat or voice. Remind taxpayers about important deadlines.
