Digital Locker is one of the key initiatives under the Digital India Programme. A beta version (http://digitallocker.gov.in) of the same has been released on 10th Feb. 2015, by Department of Electronics and Information Technology (DeitY), Govt. of India.

Digital Locker is aimed at minimizing the usage of physical documents and enable sharing of e-documents across agencies. The sharing of the e-documents will be done through registered repositories thereby ensuring the authenticity of the documents online. Residents can also upload their own electronic documents and digitally sign them using the e-sign facility. These digitally signed documents can be shared with Government organizations or other entities.

Key features of the Digital Locker System are:

• 10 MB of free space in digital locker to residents to access their documents through Uniform Resource Identifier (URI) and also securely store e-documents.
• e-sign online service to digitally sign documents

Residents are invited to use the Beta version of the Digital Locker System and provide suggestions and feedback on the same. Suggestions are also invited on the use cases for services which can be additionally provided by the Digital Locker System.

Digital Locker System (DLS) need UID as the username. This is a good initiative to motivate people to get UID soon, but this will also come as a roadblock to DLS as many people dont have UID number. There should be an alternative option like PAN card number as there can not be 2 PAN number for a person.

A notification may be published/made aware to the citizens, not to carry/submit the hardcopy of the ID Proof/documents at any cost,if the same has been uploaded by the citizen and verified by the respective department official in the Digital Locker System. This avoids citizen's carrying the original documents each time to different departments, along with zerox copies, chances of misplacing/loosing/damaging the original documents and misuse by others on the security and privacy point of view.

All the concerned Dealing Assistants/Officers of State/Central Government Department/Organisations/Agencies,who are involved in issuing ID/Certificates to its citizens for particular individual use/availing any benefit from the Government,may be given access to respective content uploaded in the Digital Locker System based on Aadhaar/ID No. & the same document be verified with a water mark embossed seal on it to appear authentic.The same be used as a proof by other departments by quoting RefNo

Firstly national number portability should be done immediately. A large part of the population travels outside their home city to work and invariably do have two numbers. Having just one number would assist in ensuring the individual is recognized by their mobile number

Do we need a digital signature certificate to sign the documents digitally? As this is not available to maximum of Indian Population, and if this will be needed, make a govt. agency to provide service of making DSC. Currently TCS , emudra and other private agencies are dealing in this, and this might result in unexpected hike in prices as well as business of these companies. Make a system of making dsc through NSDL or other such govt. Agency at a very cheaper rate.
