For Village People- Below Powerty level/Small farmers:- Declaration of Giving Rs.600-800 to farmers rearing minimum a Per pair of Oxen with cart & cow (this will save diesel +chemical fertiliser.) Much foreign currency will be saved. LINK THIS with-MANREGA for funds.
*Stop Growth of cities horizontally---means to stop acquisition of New Agricultural land for making houses/developing residential areas.INSTEAD Multistory Buildings must be projected in cities( for protecting fertile agri-land)

In my opinion, these one time efforts of saansads, if done with goodwill and dedication, will hold no good until people change. Until and unless people don't start feeling that it is there sole responsibilty to maintain what the govt built for their facilities and they don't stop destroying the efforts of the govt., all the efforts made will just hold good for 2-3 years.
Taali do hath se bajti hai... ek hath Govt hai aur doosra hath "CITIZENS" hain.... Synchrony of efforts is a must

Now this is a topic debated since our independence.
First of all we all know what should be done and the major cocern is Implementation part.
But hoping it will be looked i think the most Basic and same time Revolutionary idea was Given by Mr. APJ Abdul Kalam and that is PURA( Providing Urban amenities in Rural Area).
This will not only stop migration but also make current villages a new Centre of Innovation. This will keep cities less congested and Villages more conducive for Growth.

A few huts can be built and the villagers can act as hosts maintaining the surroundings and get paid for a one or two day stay by IT professionals from the city.It will be a kind of retreat into iddylic surroundings with a whiff of fresh air, devoid of targets for the city man.And for the village woman, she gets an opportunity to show off her culinary skills and get paid for it.The whole thing can be connected, maintained by older people especially women who are in towns.

Farmers in this model village can send fresh greens and farm fresh vegetables to their customers connected through internet. There can be a few youngsters trained in driving so that they take the produce to the working professionals. Both the communities get benefited out of this system.

Street lights can be solar powered.Separate places for cattles and farm animals, clean environs, absolutely devoid of carbon emissions, skills training in carpentary, creative pot and lamp making, handworks, etc., can be planned.

All houses in the model village should have solar power heating system for hot water and cooking purposes.Waste water has to be treated biologically and it should be recycled and reused. Open spaces should be green spaces.
