Village level workers must report any emergent matter to the Block and District levels which must transmit the matter to state level officials. However, if needed, FIR must be lodged by the village level workers. Officials at the Block, District and state levels must do all that is required for relief and rehabilitation of the victims

I want to divert ur attention towards unauthorised illegal structures i.e. colonies, jhugges or slum over govt. or private land.
then main cause of rise is no one govt officer is responsible or no one is authorised for this illegale rising structures. therefore i am advising you to some govt officers like Area Patwari, Area Tehsildar, Area Town Planning Officer and Area SHO ko uske area mai illegal structure badne k liye zimmewar daharaye or saza k thor pr unki salary katnr se lekar saza ka parwdhan hona chaiye

Village level records must be prepared in four sets- one be kept at village, another at Block, the third at District and the fourth at State level office of the Commission. The village level workers must be given a free telephone and talk time vouchers with a duty to talk to each person recorded as a migrant and keep news of his whereabouts and wellness

7. Think of running double decker AC trains within the radius of 500 kms from Delhi at an average speed of 100 kmph with 5-10 stoppages. Only comfortable sitting and no sleepers. Only refreshment catering could be provided – no lunch, no dinner. Fare should be kept reasonable say Rs.500-Rs.800.

In rural areas, this could be included under MNREGA. The Home Guards should be recruited on contractual basis for three year basis renewable till the age of 60 years. They could be paid a consolidated salary linked to PPF, Medical Insurance and Pension Scheme. Home Guards will be central force working under the concerned State Governments. This way the police officers would be able to save precious time/energy/money by reducing patrolling. I am sure this Scheme will not only give employment

The concerned authorities will be held responsible for getting the work done. The Home Guards could also be empowered to withhold the violators of law, concerning to the public utilities, general cleanliness (including defacing or damaging public property) and take him/her to the nearest police post for further necessary action. They should informed the police immediately if they notice some anti-social or illegal activity in their respective areas.

6. Use National Home Guard Force for nation building. A team of four Home Guards (to include at least one woman) should guard maintenance of public utilities, general cleanliness (including defacing or damaging public property), and general security on a stretch of one kilometre area. Their job will be to inform the concerned authorities about the conditions of the public utilities, general cleanliness (including defacing or damaging public property), and general security regularly.

5. A policy on accountability needs to be chalked out. Every post or position should have a list of duties and responsibilities and should be given enough power and infrastructure to adhere to it. Then, that person should be hold responsible for lack in any of those duties. Likewise, MPs, MLAs, Councillors, etc. should be held accountable for any lacking or failure in public utility services in their areas for which they are elected.

4. Think of making the misuse of government social security schemes an offence. First, hold the responsible officer answerable for that and then the user. But in the first instance, make public announcements that the government is watching this and those who have already got undue benefits should surrender voluntarily say within one month. I hope this way government would be able to strengthen the social security system without enhancing its allocations.
