Section 161 of Railway act indicates “If any person driving or leading a vehicle is negligent in crossing an unmanned level crossing, he shall be punishable with imprisonment which may extend to one year.”

Section 131 of the Motor Vehicle Act indicates that “Every driver of a motor vehicle at the approach of any unguarded railway level crossing shall cause the vehicle to stop and the driver of the vehicle shall cause the conductor or cleaner or attendant or any other person in the vehicle to walk up to the level crossing and ensure that no train or trolley is approaching from either side and then pilot the motor vehicle across such level crossing, and where no conductor or cleaner or attendant or any other person is available in the vehicle, the driver of the vehicle shall get down from the vehicle himself to ensure that no train or trolley is approaching from either side before the railway track is crossed”

However due to non-following of relevant rules by the road users, many accidents are occurring resulting in loss of precious life  at unmanned level crossings.

Suggest solutions for reducing accidents at unmanned level crossings.

1) All the crossings should have barricades, All the Crossings should be manned and they have to be monitored. 2) if anyone found not doing their duties should be sacked 3) All the Railway stations & Railways to be maintained terms of cleaning and hygiene standards. 3) if Railway Travel is made compulsory for all the govt. people for their official tours (let that be anyone) that might change the focus of people who are working for railways and hopefully they would do their work in better terms.

40% of Train accidents occur in unmanned rail crossings. Nearly 12,000 unmanned level crossings are there in India. People should be regularly warned of the fatalities-especially van Drivers. Government can also think of building over bridges in these places.

We all are talking about the condition of railway nobody thinks why condition are so poor. I would like to highlight some points: 1. Why many VIP's (including ministers) are not travelling by train? If they start travelling by train, definitely many things can be improve because then only they will understand the pain of aam aadmi. 2. Why maintenance cost is too high? Did we ever think about this. Technical and commercial vigilance can save much. CONTD.2

CLEANLINESS, whether it is a subject for the urban areas or for rural areas can affectively be tackled if and when ALL THE STAKEHOLDERS JOIN HANDS TO TAKE IT UP NOT MERELY AS A SLOGAN BUT AS A MISSION. The stake-holders here would be the Local authorities, the local populace and, and last but not the least, the Non-Government Organizations (NGOs), operating in the area. There is apparent need that all these work at tendem. THERE SHD NOT BE ANY SPACE FOR EGO-CLASHES. NEED FOR DEEP UNDERSTANDING.

In JALANDHAR. it is felt that at all the Manned Railway Level Crossijgs, there is urgent need that either Railway Over Bridge (ROB) or Railway Under Bridge (RUB) should be constructed to ease the traffic congestion at the Level Crossings. It goes without saying that the ROBs or RUBs should be for use of padestrians and light vehicles only. FOR SUCH PUBLIC UTILITY PURPOSES FUNDS SHOULD NOT AN ISSUE. PUBLIC PRIVATE PARTNERSHIP (PPP) MODE CAN BE AN IDEAL OPTION. NO TIME SHOULD BE LOST.
