      The National Commission for Protection of Child Rights (NCPCR), in collaboration with MyGov, invites suggestions  on the draft Standard Operating Procedure (SOP) on the “Prevention & Response Framework for Drugs & Substance Use among Children.”

      The SOP is being developed by NCPCR in accordance with the Joint Action Plan on Prevention of Drugs and Substance Abuse among Children and Illicit Trafficking, 2021.

      The proposed Framework will incorporate inputs received from various stakeholders, emerging best practices, recent research, and relevant recommendations contained in the NCORD Vision Document.

      The Framework aims to provide a comprehensive and child-centric approach for the prevention, early identification, response, treatment, rehabilitation, and reintegration of children affected by drug and substance use and illicit trafficking.

      Through this initiative, NCPCR seeks valuable suggestions from stakeholders and citizens to strengthen the proposed Framework and ensure a coordinated, effective, and rights-based response to address drug and substance use among children.

      राम राम जी, नमस्कार, आइये आज बात करते हैं ड्रग की आज के समय मैं भागदौड़ की दुनिया मैं पेरेंट्स इतने बिजी हो गए है कि बच्चों पर ध्यान नहीं देते जिसके कारण बच्चे अकेले रहते हे और कुछ लोग जो सिर्फ यही टारगेट करते हे कि कौन सा बच्चा डिप्रेशन मैं हे। वही उनका टारगेट हो जाता हे । इस पर काम करने की जरूरत है। सबसे पहले जितने भी स्कूल और कॉलेज हैं उसके आसपास सभी तरह के शॉप जैसे वाइन शॉप, पान की दुकान और भी जितने नशे से लेकर आइटम सभी 1 किलोमीटर दूर रहनी चाहिए। उसके लिए एक टास्क फोर्स बनानी चाहिए उसके लिए भी मेरे पास idea he । आप से कभी बात करना चाहे तो कैसे कर सकते हे। कृपया बताए धन्यवाद अजय शर्मा

      Individual assessment and care plan Each child should receive an individual assessment covering: Physical health and withdrawal or overdose risk. Mental health, trauma and cognitive development. Nature, frequency and duration of substance use. Co-occurring disability, depression, anxiety or self-harm. Family relationships and caregiving capacity. Education and vocational needs. Exposure to trafficking, sexual exploitation, forced labour or violence. Immediate safety and protection risks. The child’s own views, wishes and preferred support

      Immediate response and safeguarding The SOP should prescribe a clear response pathway: Ensure immediate safety and provide first aid or emergency medical care. Assess overdose, withdrawal, self-harm, suicide, violence and trafficking risks. Separate the child from suspected traffickers or exploiters. Do not interrogate the child repeatedly or require an immediate detailed statement. Appoint a trained child-protection caseworker. Inform the child, in simple language, about available help and the next steps. Contact the appropriate child-protection authority and legal-support service. Arrange safe accommodation if the family or current location is unsafe. Preserve evidence without exposing the child to further risk. Ensure access to an interpreter, disability support or a trusted adult where required.

      Early identification A child-friendly screening and referral mechanism should be available in schools, health facilities, child-care institutions, police units, shelters, juvenile-justice settings and communities. Early identification should consider: Changes in behaviour, attendance, appearance or peer groups. Withdrawal, anxiety, depression, aggression or self-harm. Signs of intoxication, withdrawal or overdose. Unexplained money, gifts, travel or communication with unknown adults. Frequent movement between locations. Injuries, threats, debt, coercion or control by another person. Sudden possession of drugs or involvement in delivery activities. Disclosures of sexual abuse, forced labour or trafficking. Substance use within the family and exposure to unsafe environments.

      Prevention Prevention should go beyond awareness campaigns and address the factors that increase children’s vulnerability, including family violence, neglect, poverty, homelessness, school exclusion, mental-health concerns, peer pressure, online grooming and trafficking. The SOP should provide for: Age-appropriate, evidence-based life-skills and substance-use education in schools and communities. Positive parenting and family-strengthening programmes. Safe recreational, sports and cultural activities. School counselling and anti-bullying measures. Special outreach for children who are out of school, homeless, in institutional care, in conflict with law or living in vulnerable communities.

      A child affected by substance use or illicit trafficking should be treated primarily as a rights-holder and, where applicable, as a victim of exploitation—not as an offender. Prevention, treatment, rehabilitation and reintegration should be integrated across the health, education, child-protection, justice and social-welfare systems.

      अब समय आ गया है कि हम अपनी भावी पीढ़ियों को बचा सके। उसके लिए प्रत्येक नागरिक माता-पिता, गुरु शिक्षक, डॉक्टर और पुलिस सभी को मिलकर नशे के खिलाफ एकजुट अभियान अपने स्वार्थ को दूर रखकर चलना चाहिए नशा कहां से आ रहा है कौन भेज रहा है और कहां भेज रहा है इसको ध्यान में रखते हुए सभी उपायों से रोकथाम करें तभी यह पीढ़ी बचेगी वरना अंधकार में और नशे में खो जाएगी। नशाखोर नशे की आदत स्कूल से शुरू करते हैं अतः स्कूल और पुलिस प्रशासन को स्कूल के पास इन लोगों से चौकन्ना रहने के लिए अपनी टीम गठित करनी चाहिए।
