The Msme sector is essential for economic growth and to create work opportunities in India .low labour captial ratio in this sector when compared to large industries along with an extensive and diverse geographical distribution of such enterprises make them crucial for the inclusive and equitable growth across the nation . they stimulate enterprises spirit and deffuse skills in to rural and urban areas through the promotion of economic Innovation and dynamism . however these enterprises are burden down by significant constraints that restrict their growth potential . To tackle the issue the ministry of micro small and medium enterprises public procurement policy .

Mujhe lagta hain government ko sabse pahle chahiye ki ye jaroor pata kar le ki kis vastu ki demand kis area mein jyada hain phir related vastu ko ek baar vahan ek exibition ke through area ke logo ko dikhaye agar demand according to Think hain to uss vastu ko usi area mein parmanent shop ke dwara bechna shuru karwa de isse sahi cheej sahi jagah pahunch jayegi aur industry bhi lagatar grow karna shuru kar degi logo ko locally rojgaar milenge aur jo laghu udhyog hain wo bhi aage badhna shuru kar denge

officials setup criteria for purchase only in consultation with biased lobby of MSME. So the motive of govt to promote MSME is being failed. Innocent seller related to MSME sector haven’t competed with lobbyists. Govt should decide rate contract to relevant items as possible centrally after negotiations with sellers. Hence, the monopoly to beat GEM procurement with fixing certain criteria for selection of favourable seller be abolished. A committee should setup in this regard.

Procurement policy through GEM is ambiguous, govt officials setup criteria for purchase only in consultation with biased lobby of MSME. So the motive of govt to promote MSME is being failed. The Central Government Ministries / Departments and Central Public Sector Undertaking are mandated to procure 25% of their annual values of goods or services from Micro and Small Enterprises to smoothen inclusive growth in country. Many facilities, concessions, subsidies are given to MSME which is the backbone of economy. List of items be published and they purchase from the list. These 469 items including goods and services are of basic importance. This is indeed a good move to ensure progress through Public Procurement Policy. There should be an annual checking and clarity in the deals made. Severe punishments be given quickly after hearing to those who fell to obey to purchase their requirements from reserved items (goods and services.). Due to reservation of items there will be path created which will lead to Increase in economic growth, less monopoly, progress is determined.

When 50% of goods and services are purchased from MSME progress of industry & India will be achieved.
