The Central Government Ministries/ Departments and Central Public Sector Undertaking are mandated to procure 25% (as amended in 2018) of their annual value of goods or services from micro and small enterprises vide Public Procurement Order Notified vide S.O. 581 (E) dated 23rd March 2012. Under the policy, 358 items are exclusively reserved for procurement from MSEs which help in the promotion and growth of Micro and Small Enterprises and play a critical role in fostering inclusive growth in the country.

The existing list required a relook to find out the relevance in the present-day context of technological change, and the growth of small and micro enterprises. The Internal Technical Committee of the Ministry of Micro Small and Medium Enterprises has prepared a revised list of 469 items (including Goods & Services) to be reserved for exclusive procurement from MSEs.

Stakeholders, Industries associations, MSME units and the General public are invited to share their suggestions and comments on the list of 469 items reserved for exclusive purchase from MSEs under the Public Procurement Policy.

Looking the scheme ás a bigger picture, all are favoring MSMEs. But due to bureaucracy, output of scheme is negated succesfully. By adding Traders into MSME. They are utilising by importing the same product and supplying thru indian trader in the name of MSME. For eg toolholders which we are manufacturing, when order is made in GEM , preference is given to MSME But in the specification they mention brand names like SANDVÍK, ECHAIN, WIDIA . so succesfully á trader of these items can Only supply. Also when they purchase they pay in advance and buy in lots from them. But when we go they order á feable qty and expect 90 to 120 Days credit.
I request Central government to oversee whether scheme they devised is in the same spírin when it is getting implemented.

Govt offices and PSUs, Factories, MSMEs need to encourage eco friendly products, sustainable living , non polluting methods of production and technologies to reduce increasing Air pollution, Water pollutions, Environmental degradation, rivers and lake pollution due to leather industry etc, So need a comprehensive policy and vision statement to rencourage MSMEs and product usage. Central pollution control board can design posters as attached and display them in Govt offices for Energy conservation, sustainable living through Monthly campaigns in Schools , industrial areas etc to save trees by Recycling of Corrugated packaging cartons etc posters attached. Universities and IITs, FICCI, CREDAI ASSOCHAM , MSME STATE ASSOCIATIONS, paper industries, Amazon online sellers etc should be encouraged to use such posters to reduce waste, pollution and help Earth to heal from environmental destruction, reduce Climate calamities by sustainable living ,cycle to work etc

Encouraging MSMEs is good but need to focus on following issues
1. Quality of product, Life time of Product, Easy after sales service and maintenance support
2. Manufacturing process using latest technologies, upgraded non polluting methods, zero pollution manufacturing policies should be encouraged
3. No Child Labour in manufacturing and services of MSME

Govt can set up Regular listing and Ranking system for above methods to monitor Quality and Service , Durability and Export oriented Quality products from MSME sector through 3rd party Quality Engineering and Technology Expert Teams across country.
Need to reduce unnecessary expenditure by encouraging skilled youth to repair , re use, recycle some furniture, mechines etc details attached herewith to encourage sustainable simple ecofriendly offices for CleanAir #swachhbharath
