Participants are encouraged to contribute thoughtful recommendations that can support the Directorate in addressing emerging challenges and further strengthening financial integrity and accountability.

The goal is to evolve ED from a reactive enforcement body into a proactive financial intelligence and compliance institution. Statutory Independence: Convert ED into an autonomous statutory body under Parliament, similar to the FBI’s charter or Europol’s legal framework, ensuring freedom from political interference. Fixed Tenure for Leadership: Provide a five-year non-renewable term for the Director, with transparent appointment through a bipartisan committee. Independent Oversight Board: Establish a Financial Enforcement Oversight Commission comprising retired judges, economists, and forensic experts to review major investigations and prevent misuse.
