I believe AI and semiconductors can improve India’s infrastructure, education, healthcare, agriculture and rural development. India should develop its own AI chips and devices, while providing practical training and affordable innovation labs for students and rural communities. AI should also support Indian languages so that everyone can benefit from it. At the same time, we must address job displacement, privacy, deepfakes, misinformation, cybersecurity, overdependence and environmental concerns. My main view is that India should develop both advanced technology and the skilled people who can use it responsibly.

Jai Hind 🇮🇳

AI-Driven Native EDA Toolchains & Edge Neuromorphic Accelerators To establish strategic sovereignty at the intersection of AI and semiconductors, India should focus on a dual framework: 1. AI-Powered Electronic Design Automation (EDA): Develop sovereign, ML-driven EDA platforms utilizing reinforcement learning for automated floorplanning, routing, and cell placement. This drastically lowers tape-out iteration cycles and design entry barriers for domestic chip startups targeting RISC-V architectures. 2. Edge AI & Ultra-Low-Power Neuromorphic Silicon: Shift policy and R&D incentives toward specialized domain accelerators rather than generic sub-3nm nodes. Focus design linked incentives (DLI) on sub-watt Edge AI chips optimized for predictive maintenance, precision agriculture, local IoT inference, and defense systems. 3. Things you can -Optimized Fab Metrology: Deploy deep-learning vision models into ATMP/OSAT packaging lines for real-time defect detection and wafer yield optimization.

I am Narendra Pandit, author and independent researcher from Odisha. I propose using AI and semiconductor technology to build a safer, smarter and more developed India. The technology can enable early prediction and prevention in agriculture, water and food safety, pollution, disasters, healthcare, transport, infrastructure, industrial safety and public services. It can also support intelligent industry and labour monitoring, worker welfare, secure government systems, Indian-language AI and low-power/offline AI for remote and critical areas. AI should analyse data, identify risks and provide early warnings, while competent authorities make the final decisions. A detailed concept paper explaining these possibilities, proposed systems, applications and safeguards is provided through the attached PDF.

      1. Sovereign EDA Toolchains via Reinforcement Learning Foreign‑controlled EDA tools create costly bottlenecks. ML‑driven, sovereign EDA platforms using reinforcement learning for floorplanning, macro placement, and clock‑tree synthesis can shrink design cycles from months to hours. Aligning with open RISC‑V standards enables domestic startups to build affordable RTL‑to‑GDSII pipelines, expanding nationwide access to custom silicon design. 2. Sub‑Watt Neuromorphic and Edge Accelerators Pursuing sub‑3nm nodes demands massive capital yet doesn’t meet urgent edge‑AI needs. Redirecting DLI toward domain‑specific architectures—sub‑watt edge AI chips and spiking neuromorphic processors—can deliver efficient, locally manufacturable accelerators. These designs support real‑time inference, low‑power IoT, and sovereign AI deployment without relying on advanced foreign fabs.

I am Narendra Pandit, an author and independent researcher from Odisha. Based on my reading, research and study of India’s governance, justice, education, employment, land administration and development, I suggest a few practical reforms for building a developed Bharat. These include constitutional and parliamentary reform, faster justice, land and education reform, employment and rural development, family and social balance, transparent use of public funds, protection of government land, stronger Panchayati Raj monitoring, financial inclusion, responsible election promises, development-gap mapping and greater participation of Indians abroad. I respectfully request that these ideas be considered for a stronger, more transparent and developed India. **Detailed suggestions are provided in the attached PDF.**

      मान्यवर, मैं अनंत (संजीत रंजन), इस MyGov चर्चा "Artificial Intelligence and Semiconductors - What new possibilities can emerge?"
