ABOUT THE CAMPAIGN
Central Adoption Resource Authority (CARA) is a statutory body of Ministry of Women & Child Development, Government of India as per Section 68 of JJ Act 2015 amended in 2021. It functions as the nodal body for adoption of Indian children and is mandated to monitor and regulate in-country and inter-country adoptions. CARA is designated as the Central Authority to deal with inter-country adoptions in accordance with the provisions of the Hague Convention on Inter-country Adoption, 1993, ratified by Government of India in 2003. CARA primarily deals with adoption of orphan, abandoned and surrendered children through its associated /recognized adoption agencies
November is marked as Adoption Awareness Month each year. By welcoming the year 2024, to draw attention on adoption-related issues, with a particular emphasis on the adoption of children who are older aged, require special need or currently in foster care. Adoption Awareness Month 2024 theme is "Rehabilitation of Older Children through Foster Care & Foster Adoption"

Foster care is a temporary arrangement in which a child is placed with a family that is not biologically related. Ideally, the child should first be placed with extended family members or close family friends who are familiar to the child. If these options are unavailable or the individuals are unwilling to care for the child, foster care becomes an alternative. Priority is given to families with similar cultural, tribal, or community backgrounds when selecting a foster home. Foster care is typically provided for children aged 6 to 18 whose parents are unable to care for them due to factors such as mental illness, poverty, or imprisonment, as well as for those currently living in child care institutions. A family or a family-like environment is essential for a child's growth, as every child has the right to be raised in such a settings.

As we approach Adoption Awareness Month 2025, the focus shifts to a critically important segment-children with special needs (Divyaang children). Despite growing awareness, the adoption rates for Divyaang children continue to remain disproportionately low. Adoption Awareness Month 2025 theme is "Promoting Non-institutionalise Rehabilitation of children having Special Needs (Divyaang Children)". This underlines the urgent need for:
- Enhanced public awareness
- Strengthened support mechanisms
- Policy interventions
- Greater community participation

This year’s campaign, anchored in the belief that every child deserves a family or a family-like environment, calls upon all to work collaboratively in promoting non-institutionalised rehabilitation of children with special needs. These children are no less deserving of love, care, and opportunities for growth. A family provides the nurturing environment most conducive for a child’s holistic development—and this holds true for all children, including those with special needs.

ABOUT THE CAMPAIGN
The Central Adoption Resource Authority (CARA), under the Ministry of Women & Child Development, Government of India, in collaboration with MyGov India, launches a nationwide awareness campaign to promote legal, transparent, and child-centric adoption practices.
Despite a strong legal framework under the Juvenile Justice (Care and Protection of Children) Act, 2015, instances of direct and illegal adoption continue to be reported across the country. These often occur through informal and unsafe channels such as hospitals, unregistered care arrangements, intermediaries, or abandonment followed by informal custody.
Such practices not only violate child rights and legal provisions, but also deprive children of the safeguards, transparency, and care ensured through the formal adoption system. They expose both children and families to serious legal, ethical, and safety risks.
In response, CARA has intensified efforts through inter-ministerial coordination, stakeholder engagement, and strengthened enforcement mechanisms. However, sustained public participation is critical to build awareness, discourage illegal practices, and promote adoption through the CARINGS as the only lawful pathway.
Campaign Objectives: -
- Create nationwide awareness that direct adoption is illegal
- Educate citizens and stakeholders on legal provisions under the JJ Act
- Strengthen accountability of hospitals, police, CWCs, and district authorities
- Promote safe surrender and legal adoption mechanisms
- Encourage public reporting of suspected illegal adoption cases
- Ensure effective coordination across Ministries and States/UTs
