in order to make the public use the toilets govt has to make some strict laws like or eg urinating or excreting in public should be a punishable and running various awareness campaigns regarding the problems caused due to not using toilets. the danger to their health and also to the environment. The govt if desires can also maintain free public toilets. Basically all we have to do is make people understand the importance to use toilets and till they understand be a bit strict through laws.

low cost and easy to maintain toilets is not a tough job, a simple method can be used, that is building public use and pay toilets in the whole India. But with a slight change which is it should come as govt entity and should be in low cost. and plus the excreta should be stored separately, which in turn be used as organic fertilizers, and providing lowest cost toilet will bring revenue to the govt and also a cheap facility to the public.

Plastic Moulded Public Toilet with overhead tanks (made out of plastic mixed with recycled plastic), permanently fixed with excreta line fixed leading to sealed septic tank. Plastic easy to clean and may not have much maintenance once installed. A smaller ring type concrete septic tank under with flat separation. A combination of portable and fixed toilets - cheaper and fast to implement.
A kit of materials delivered and single day complete one toilet, next day water connection. God bless

low cost toilets in villages can be build where instead of water soil can be used to cover the excreta. this is an age old practice used by tribe even now, but here we modify it slightly. toilets will have holes that lead to a pit, after usage manually one has to trigger a mechanism which cover the excretia with sand. By this we save water used for flushing and only minimum amount of water required for washing is used. This method in highly useful in water sparse areas such as deserts.

The system what I am proposing is a pre-fabricated toilet unit to be installed for all communities where manual scavenging is still practiced. The idea is to use the proven Indian WC fitted in a prefabricated weather proof coated steel enclosure which act as the basic community toilet unit for the use of one family. Flooring will be either tiles or Cement (IPS) and the IWC will be normal vitreous chinaware. The second part would be the pre-engineered PVC septic tank with sludge removal facility.
