In present system death and birth certificate issued from civil registration system and its main facility to its issued by hospital municipality and also gram panchayat. So in residence of rural area i could not suffer for get this through panchayat or hospital. But need more suitable system for urban civil registration. Municipality has many option to take fees from citigen by some excuses and its more suitable if every hospital issued it and advirtise it by hording banner etc.
आधार कार्ड को लागू करने का फैसला सरकार का एक सराहनीय फैसला है, सरकार की इस नीति के चलते भारतवासियों को फायदा होगा, सरकार की इस नीति से चिकित्सा और शिक्षा के क्षेत्र में पार्दशिता सामने आएगी. "एक कदम आगे की ओर" "मेरा देश बदल रहा है-आगे बढ़ रहा है"
Regarding Death certificate; the PAN & Aadhar of the deceased should be surrendered at the cremation center ( which should be equipped with necessary infrastructure to handle digital matters) to issue the Death Certificate, which should update all legal, revenue records & bank/ institutions records regarding the death of the person to protect happening of any fraudulent activity.
Mandatory reporting of births by hospital/clinics should be done to government and automatic generation of aadhar card at birth with linkage to birth certificate to be done
Getting death certificate especially if death occurs in hospital is very tedious. Hospital should digitally send death data to a central government repository linked with Aadhar
Responsibility of registering births and death should be taken away from municipality to a central UIDAI type authority.
With hospital Letter of Birth certificate , both parents should register Aadhar of the newly born child " Male Child " or "Female Child" linking with the parents within 30 days of the Birth. This Aadhar of the child should be completed with Biomatric of the Child within one year of the birth. All other registrations like Bank Account, Govt/ medical benefits, Voting right, school admissions,scholarships etc should be linked with Aadhar of the child.
1) By Issuing only 1 Month or Time Bounded Notification by Central Govt. to all the Nagarplika, Gram Panachayat & Other Department to Join this System with Immediate Effect.
2) Person can Upload the Birth or Death Document by Website / App & Other Medias to Make Faster Process.
3) Connect All the Birth or Death Certificate by Connecting Adhar Card in Case of Issue / Registration.
attested copy of the aadhar and PAN card should be surrendered at at the crematorium at at
the time of death and it should be sent direct to central government and state government for automatic updating of records at all places like BAnk,Insurance, registration department Police etc to avoid all type of frauds in future by impersonation etc.
Aadhar number should be issued immediately on birth at the time of issue of birth certificate. There after it should be mandatory to submit Adhaar number to be submitted at the time of issue of death certificate. This shall ensure reliability of census data. Properly trained personnel should be assigned for logging in this data as currently a very casual approach is adopted with lot of error. Data entry should be minimum by ensuring data capturing from other vital databases through Adhaar.
With the demise of Parent/s, legal heir listed in aadhar should be able to inherit the demised accounts such as savings Bank/fixed deposit etc if nominee is not filed or will is not present from the demised. This will help illiterate people from complicated process of getting indemnity bond and complicated rules.
Birth registration is the very lengthy process in B class and small town.To simplify the process, we should extensive use of Aadhar.There should be KPI for registration officer which is mandatory for his promotion.
