कोयला खान (विशेष उपबंध) अधिनियम, 2015 के उपबंधों तथा उसके अंतर्गत बनाए गए नियमों के तहत केन्‍द्र सरकार वाणिज्‍यिक खनन के लिए कोयला खानों की नीलामी पर विचार कर रही है। तदनुसार, अर्हता मापदण्‍ड तथा नीलामी की पद्धति शामिल करके चर्चा दस्‍तावेज तैयार किया गया है यहाँ पर प्रस्‍तुत किया गया है। संबंधित स्‍टेकधारकों तथा लोक सदस्‍यों से अनुरोध है कि वे अपने विचार तथा सुझाव, 26.04.2017 को शाम 4:00 बजे तक दें सकते हैं।

Hon. PM has great concept and effort to do best governance in all aspects, the method of auction of coal for commercial mining is very sensitive issues, the hon. PM and govt. has decided to taken views and suggestions from public and contributors are itself transperant effort and shows honesty in the work, further, transperancy, quality, time bound out put of coal, analysis and control to strictly follow the conditions and rules of auction, transportation etc, are key issues to considered,thanks

Hon. PM has great vision and concept to utilise our natural resources in large public interest with great transperancy, mostly coal is consumed by industries as fuel as well as for power generation, residence consumption of coal for food preparation are very low, hence, the industrial distribution of coal should be made by auction with complete transperanacy, quality, rate etc. should be analysed by expert before allotment of coal to the company, employment factor is also important,best wishes

Few thing we need to keep in mind. When Supreme Court cancelled all the mines then how a coal mining firm will submit last consecutive 3 yrs financial report and mining report. And, apart from all the wage payment structure of Coal India need to be apply as base of wage payment and the companies should not employ any employee or worker less than that value. Private mining should not means less investment, high profit and no accountability. Zero corruption plan need to be work out first.

4.Each firms should have transparent process of how much coal has been mined, to whom they sold, at what price these things should be in public domain. 5.Any attempt to destroy archaeological objects around mines, or looting them like fossils are to be considered as worst crime & complete ban on the companies mining them.6.Firms always have tie up among them to falsely increase the price of coal,so every year target of coal mined should be get increased else others will get chance for mining.

Coal mines are belong to country natural resources, which is public property, so govt should ensure public will get benefited mostly from them.1.Firm taking mines in auction should have 40% public invested money so public will get their share for the profit. 2.Firms should invest for Health,infrastructure,schools,housing schemes in surrounding areas around mines,or to their state or pay to central govt.3.only firms supplying coal to eco friendly power generation units are allowed to participate.

The coal mines are to be allowed only if the bidder has captive power plant to produce electricity as coal being raw material for power production is to in the value chain. This will avoid excess charging by the miner and the power production will be at competitive cost. Availability of power at best market rate as prevailing all over the world will only make Indian industry competitive and to promote make in India it is essential that coal mines be allowed for persons who have power plant.

Coal is not a green energy source and private companies will abuse the resources if they have complete control.Companies should be limited to mining certain amounts of coal per day and they should have to get strict environmental clearances.Those who are breaching the norms, should impose environment tax on a very high rate.

Government must use the energy sources by keeping in mind the sustainable development of the country.

2. By allocating the mines to the private players sustainable development will be in doubt as they will only excavate the coal for maximising their profit by any mean.

India is the third largest coal producer in the world and has substantial coal reserves. It produced about 340 million tons of coal in 2002-2003. Open cast production accounts for 80% of the total output and the remaining 20% is from underground. The share of the underground output in the total production was expected to remain at the current level through 2010 even as the coal production increases. Despite its huge resource of coal, the quality of Indian coal is not so good.
