सरकार ने मौजूदा राष्ट्रीय युवा नीति, 2014 के मसौदे की समीक्षा करते हुए एक नया राष्ट्रीय युवा नीति (एनवाईपी) मसौदा तैयार किया है। राष्ट्रीय युवा नीति के मसौदे में युवा विकास के लिए दस साल तक के विजन की परिकल्पना की गई है जिसे भारत 2030 तक हासिल करेगा। यह सतत विकास लक्ष्यों (एसडीजी) के साथ जुड़ा हुआ है जिसका उद्देश्य 'भारत को आगे बढ़ाने के लिए युवाओं की क्षमता का पूरी तरह से इस्तेमाल करना' है। एनवाईपी के नए मसौदे का लक्ष्य युवाओं के विकास के लिए पांच प्राथमिकता वाले क्षेत्रों पर काम करना है जिनमे शिक्षा; रोजगार और उद्यमिता: युवा नेतृत्व और विकास; स्वास्थ्य, फिटनेस और खेल; एवं सामाजिक न्याय शामिल है। प्रत्येक प्राथमिकता वाले क्षेत्र में वंचित वर्ग के हितों का ध्यान रखते हुए सामाजिक समावेशन के सिद्धांत पर आधारित किया गया है।

युवा मामले विभाग सभी हितधारकों से एनवाईपी के मसौदे पर विचार/सुझाव आमंत्रित करता है।

Honb'le Prime Minister Shri Narendra Modiji I give below my few suggestions for draft on National Youth Policy.
1. Youth must be given enough opportunity to prove his talent.
2. Youth should not be used for political activities. This will spoil their future.
3. Age restriction should be arranged for political interference.
4. Youth should not be allowed to entry into political sphere before the age of 30.
5. Because they are developing their skills, concentrate in studies, giving concentration for employment opportunity before the age of 30.
6. Preparing themselves for competitive exams.
7. Most of the participants have expressed their ideas to abolish casteism because casteism mainly create unemployment situation among the general category applicants.
8. There are nearly 80% general category applicants are in poverty line with good knowledge and skills.
9. Caste based reservation should be eliminated and skill based appointment should be followed.
10. Education should be common.

Good Health a National priority should be taken into consideration and meaningful aspects to achieve the SDG goals through understanding the issues affecting youth health and standards that need to be improved for creating safe space for young
National Youth Policy Needs to take into consideration on reducing the Demand for Tobacco Products rather than working only on Preventional aspects from such easily available cheap tobacco products.
The laws pertaining to any kind of Tobacco use should be for protecting the youth rather than making it more vulnerable and letting the loopholes of the laws be taken for advantage by the vicious Big Tobacco Industries harming the youth and minors of our nation.
Meaningful Partnership among youth and adults alongside NSS, NYKS and NCC groups should be prioritized for mass-level contributions towards awareness. Capacity-building sessions sensitize individuals about their rights but also guide them to lead & share their skills for mutual growth.

Respected Sir / Madam, we, the Young Voices National Movement’ (YVNM) welcome the Draft National Youth Policy (NYP) 2021 as an important tool to ensure young people’s leadership and participation in making key decisions that impact their lives and contribute to India’s progress towards the SDG goals. We also welcome the Ministry of Youth and Sports (MOYAS) open invitation to young people and civil society organisations to give feedback on the same. We are a collaboration of 2500 young people (15-25 years) and 95 civil society organisations (CSOs) from 15 states of India that came together in 2020 during the first wave of COVID 19 as the ‘Young Voices National Movement’ (YVNM). The YVNM came together once again to disseminate the draft NYP 2021 among young people and share their appreciation, concerns and suggestions to MOYAS. Their observations and recommendations are hereby enclosed in the submission.

It is always argued that sports budget is higher than the youth budget and when we talk about sports, the maximum fund is allocated to various sports bodies than ensuring sports facilities on the grassroots. As far as youth affairs budget is concerning, it is predominantly for NSS, NYKs and NCC and Adventure sports. However, hardly 10% of the youth population benefit from these facilities. 2000 crores for 45 crores population is just Rs.45/- per youth investment. This has to increase substantially. If we do not invest, can we get adequate dividend from the demographic advantage in India? Therefore, it is important to instruct the Corporate Social Responsibilities frame work, working with youth a priority area for support

Young people in India need to be inspired to aim higher, aspire for leadership, and invest in
self-development. The GoI will launch campaigns across the country to identify and celebrate
local heroes and their stories. These campaigns will demonstrate the possibilities and potential
paths to achieve them. For those who come from disadvantaged backgrounds held back by
cyclical barriers, success stories of role models from similar backgrounds and experiences can
help break the cycle. Youth leaders will be identified in each district, and dialogues will be held
offline and online to reach a broad cross-section of young people.

However I did not read the draft properly as I did not get time but like to point out something.. -India is increasingly seeing the growth of liberal arts universities and independent schools.
These institutions provide students with broader exposure to societal issues, nurture critical
thinking and prepare them for policy-related or management roles in the development sector.
The youth are also receiving practical experience in governance through fellowships like the
Chief Minister’s Good Governance Associates fellowship in Haryana and full-time opportunities
like the Young Professionals programme at NITI Aayog. These efforts will be expanded in
strategic partnerships with civil society and private entities.
