Inviting Comments/Suggestions on Simplifying Process of Issue of Certificate of Disability and UDID Card

The Central Government notified the Rights of Persons with Disabilities Rules, 2017 on 15.06.2017. Chapter VII of these Rules deals with certificate of disability, which inter-alia specifies the manner for application and grant of certificate of disability.

The Central Government notified the guidelines for assessment of Autism Spectrum Disorder on 25.04 and notified the guidelines for assessment of other 20 specified disabilities on 04.01.2018, details of which are available on 4.1.2018.

The Government is also implementing the Unique Disability Identity (UDID) Card project with a view to creating a National database for persons with disabilities, which provides an online platform for issue of certificate of disability. With effect from 01.06.2021, it has been mandatory for the States/UTs to issue certificate of disability through UDID portal i.e. https://www.swavlambancard.gov.in/
The Government is inviting comments/suggestions from divyangjan, medical authorities competent to issue certificate of disability and other stakeholders regarding difficulties/bottlenecks in the process flow for application and certification of disability and issue of UDID card, so that the same could be taken into account to amend the RPwD Rules, 2017, assessment guidelines and process of issue of UDID.

Reference our letter no. NAD/UDID/DEPWD/2018 dated 7th February, 2018 on the subject cited above. (A copy is enclosed).

This is regarding the 'Person with Disability Registration Form' for Unique

Disability ID.

There is no option given for "Deaf"' in the form. Only "Hearing Impairment" option is provided. As you are aware the RPWD Act has given two categories Deaf and Hard of Hearing. These two categories should be used in the form.

Please note that two categories for visual impairment, i.e. Low Vision and Blindness have been provided. Similar should be for hearing disability as well.

Please see the correction that is required to be done in the Registration form.

1. Please remove the category "Hearing Impairment"

2. Add in the Disability Type:

(1) Deaf

(2) Hard of Hearing.

Dear Respected Sir, It is to bring to your notice that Deaf people have got medical certificates that state “Hearing Impairment (100%). When they submit their application for railway concession online, they are refused by Divisional Railway Manager office. This is because the commercial circular (04 of 2018) mentions that “Person with Hearing & Speech Totally (both afflictions together in the same person)” would be provided concession. Concession should be provided to Deaf persons (which is the right terminology) or 100% Hearing impairment as per the certificate issued. We request you to please correct the commercial circular. The term “Person with Hearing & Speech Totally (both afflictions together in the same person)” should be replaced with “Deaf / Hearing impairment 100%” This is regarding the ‘Person with Disability Registration Form’ for Unique Disability ID.
