Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

Last date of sending the comments on MyGov platform will be 20th October 2022.

Once issued mobile number should never be reissued to anyone in any circumstances rather its portability among various service provider should be encouraged. The reasons behind is that...
1.Once the person enrolled the mobile no to avail various economic, social, health and governmental benefits the no does not erase despite abandoned by the person in that domain.
2. Its becomes nightmare and hassle full for the reissued person to respond the people call or entities query based on previous credentials.

So, in greater public interest in tune with the evolving technological enhancement in day to day life, it would be wise and good initiative to take into account of people privacy and personal dignity also into count. Just like vehicles registration no and bank ac no are distinctive and unique in nature. The mobile no should also be discarded to re-issued to make the telecom ecosystem more prudent and wise.

Government should focus to help the telecommunication companies to reduce the cost of 5G data so that it can reach to every section of the society and hence a digital divide will not be created. Moreover technical fluctuations and new interfaces should be priority.

by greeting the center additional authority in multiple areas the proposed bill intends to implement significant changes so law the telecom sector is over soon,
through the recent bill the center aims to consolidate and amend the existing law governing the provision development expansion and operation of telecommunication services

Due to technology, distinction between voice and data calls disappeared. So all platforms used to make calls should be brought under same regulation. India is capable of leading in the telecom sector. Keeping this in mind the ambit of USOF (Universal Service Obligation Fund) has been expanded. PM has clearly said that we've to build 5G services parallel to global standards & lead the world in 6G technology.

Owing to declining cost of mobile devices and convenience of mobility, Internet access is being primarily done through mobile devices.
Mobile phone is no longer used only for voice calls and messaging but
also for accessing information through Internet, making payments, social networking etc., where possibility of cyber crime cannot be ruled out.
'Digital India' is one of the key initiatives of the Government; it has a
potential to work as a catalyst for growth of the economy of the Country
and bridging urban-rural divide. Further, Government is emphasizing on having '1ess-cash' economy, use of mobile phone as wallet is one of the
popular mode of performing digital transaction.

The existing paper-based KYCprocess is not robust enough and the
possibility of significant number of working SIMs, which may have been
acquired on fake/forged identity, cannot be fully ruled out. The owner of
such fake identity would not even be aware that SIM(s) are working in
his/her name. The Authority has received several cases from State Police
(crime branch) wherein it has been found that hundreds of SIM cards
have been obtained on fake documents. The Authority has been
forwarding such cases to TERM cell of DoT time to time. The existence of
such SIM cards poses a real security challenge. In addition, cost involved
in the PoI/PoA documents based process, physical storage/retrieval of
records to meet the requirements of the license may be significantly more
as compared to e-KYCprocess, operating cost being negligible with e-KYC.

Stop spam calls and advertisement
and frauds caused by telecommunication
as well as expiry of data and validity that drains money
also Mass communication course should be made available in all states as well as PhD masters honours of it should also be introduced in India
communication is Important
also propoganda through telecommunication and social media should be monitored and researched to stop spreading disharmony and violence and political crimes
