Transforming Life Standards of Tribals
Under the able leadership of Hon’ble Prime Minister, Ministry of Tribal Affairs continued its endeavours for socio-economic development of Scheduled Tribes through especially tailored educational, infrastructure and livelihood schemes to fill in for critical gaps. As a consequence, the gap in literacy rate has shown progressive decline in gap in Literacy Rates of STs and total population as per Census 2011.
The idea of transforming India has brought in enthusiasm amongst the new generation. India is transforming on a scale and speed both unprecedented. A spirit of competition is now prevailing in all spheres of Governance and public life. Emphasis is being laid for empowering every citizen to stand on his own with self respect and be an instrument of change.
Under the Hon’ble Prime Minister’s initiative, the Allocation of Business Rules was amended, empowering the Ministry of Tribal Affairs to monitor the allocation of funds and its usage under the Tribal Sub Plan of Government of India. Direct Benefit Transfer (DBT) of funds to the accounts of the beneficiaries directly.
This initiative is twofold – in the short term it has created awareness amongst the Tribals of the various schemes / initiatives available to them. In the long term, the impact would be felt as there would be sea change both in the attitude as well as achievements in uplifting the tribals so as to bring them at par with the General Public. Direct Benefit Transfer has also ensured that the delay being faced in receipt of funds was removed as the funds were directly credited to the beneficiaries account on line.
There were two key challenges – first ensuring that the funds allocated for welfare of tribals are released timely. Secondly, ensuring that the funds released reach the beneficiary in a time bound manner. The challenges were overcome by amendments of Allocation of Business Rules as also releasing the funds online through DBT mode directly to the beneficiaries account.
Under the National Fellowship scheme there was inordinate delay in receipt of scholarship by the students. The scheme was taken over from UGC by the Ministry of Tribal Affairs where by students who have already submitted data online up to 12th March, 2018 were given financial assistance by 31.3.2018.
