How can we maximize health returns through strengthening Availability of drugs, vaccines and other consumables?

1. Issues

1.1. The lack of efficient procurement and supply chains for drugs and vaccines limit their availability in public health facilities

1.2. The insufficient use of generic medicines leads to high expenditure on medicines.

1.3. Over 80 percent of medical devices and equipment are imported in India, thereby increasing their cost.

2. Suggestions

2.1. A Special Purpose Vehicle such as the Tamil Nadu Medical Services Corporation model may be created in States for transparent procurement, storage and distribution of drugs to all public health facilities. The Central Procurement Agency must also be activated.

2.2. There is need for effective management of the cold chain to ensure universal reach of immunization.

2.3. The National list of essential medicines (generic prescriptions) may be made mandatory for public and publicly funded providers to ensure access to medicines.

2.4. Jan Aushadi stores at all block headquarters must be made functional.

2.5. Patient and provider education on the appropriate use of drugs, antibiotics and anti-microbials must be carried out.

2.6. The domestic manufacture of medical devices must be encouraged to increase access and ensure affordable prices.
